Jackson Street cemetery

So, having been stood up by a vendor who was going to take me to Bissett's for lunch, I found myself standing in line for the hot dog man on the sidewalk next to the cemetery. I looked into the cemetery and discovered that every grave I could see had a single red rose, even the brick vault had one on top. My disappointment in the changed lunch plans was replaced with curiosity, although not entirely, I still had visions of blackened some-kind-of-fish with crawfish etoufee on top and the hot dog fell far short of that. But I do wonder at the roses.
Anyone got a clue?

There was also a guy on north campus last week giving out free red roses.

I thought it was probably either an art project or some kind of sociology experiment (will people accept a free rose?)
